Hmm, I think it would take a good bit to get it running but Magfest (attendance 23,500) built software for managing their event. They kind of grew up together: https://github.com/magfest/ubersystem It's free as in beer. It handles a lot. From staff schedules, to dietary restrictions for staff meals to schedule of events, ticketing probably. Badge check in and on and on. It might take a learning curve?
