Cable network allows some of the RF spectrum to return for the upstream of cable modems. So the TV might of been connected to the cable system, and when on it was generating noise that was taking out the "upstream" from customers moderms to the CMTS. I would imagine the story hypes it a bit, and only people on a single node were bumped offline. Not the entire community. Not unless it was some kinda bug that turned into a DDoS or something?
