That's what they mean when they say there are not enough qualified candidates.
I'm not taking sides :) just pointing out corporate reality.
Part of the problem may be that if you don't already have strong COBOL programmers, how can you tell if someone has the necessary COBOL skills? Who asks the hard interview questions?
