The TVs of parts of Europe not only use 50Hz but they also have a different scan rate and pattern. So even if the power supply can handle the frequency difference and the voltage difference the way the computer sends the information to the monitor or TV is different. I know Jeff tried a composite to VGA/HDMI converter but it didn't seem to support PAL to VGA.
