[vcf-midatlantic] Help identifying Model 100 expansion board

I hope there’s a few TRS-80 Model 100 aficionados in the group! I’m in process of going through my Model 100 collection items, and came across a small circuit board. I’m not sure if it’s a RAM or ROM expansion. It’s labeled “PG Design” with “Model No. 000132” on a sticker plus “HE-3-V0” etched on the circuit board. Photos in the shared directory below. Does anyone have any idea what this might be?
