Another vote here for Zabbix in general, though I’m not sure how much setup is required per-device these days. It’s a server/application monitoring platform that has gained more network capabilities over the years. Older versions needed you to setup SNMP devices manually - I hope this has improved. For “make me a graph of these SNMP interface counters” Cacti is great as a single-purpose system. Also consider adding SmokePing to the stack, especially if you have multiple buildings with different quality links and congestion. -- Jameel Akari

For general service and bandwidth monitoring, Zabbix can't be beat, IMO. I say this as a long-time Cacti fan. We moved all of our production network monitoring to Zabbix last year, and it has been fantastic.
