I believe you're correct. You'd need something in the middle for that functionality. Essentially, yes. It's essentially a carrier board with a level converter for an off-the-shelf ESP8266 board. The ESP8266 has a serial command language that's based on the AT protocol. It's not ATDT, but you do essentially "dial" an IP address and a port, like this:
AT+CIPSTART=0,"TCP",10.0.0.1,23
It should be trivial to set up most any comm program to do this. The worst case is that you'd end up typing the AT commands manually, if the software doesn't allow you to set up an arbitrary command string to do the dialing.
Maybe there needs to be a indexing service for internet BBSes... a BBS
list of phone numbers and IP addresses.
