[vcf-midatlantic] consignment system questions

Hello, Can someone provide some "more basic" basic information about the consignment system? Is it possible to browse items? Are items required to be in the consignment system before they can be sold at the meet? What about haggling? I guess I thought this was just an index of items for us to peruse but now I'm not sure. Thanks!
