Ethan, I know a slight bit about that topic too. Before they were in books, they were in the folders, meant to be stored in cabinets like you are referring to. Evidently copyright expired/wasn't renewed on folders 1-671. The radio club has those available free for any member of our club. Evidently 672 onward are still protected under copyright (and I'm not getting into any discussion on the enforcement and all that!) The club also has copies up to folder 1140 which the club members can reference (again, i'm not part of the enforcement arm of that). No idea on where these particular books would fall. Internet archive has scans of Sams photofact stuff so I guess not?
Shawn said the issue with scanning was needing large format scanners for the fold out stuff.
