I would take a different approach. I think a number of modern micro-controllers should be fast enough to run Z80/6502/68000 code at real time speed in emulation and will cost less than $10 from places like digikey. In addition, you will be able to easily upgrade capabilities as micro-controller chip suppliers upgrade their chips and make use of their development tool suite.
Tricky part would be to implement an emulator that runs at an accurate speed.
