That's a valid design philosophy -- some organizations have the full 
desktop site and then limited content on their mobile site. Your 
friendly local web committee :) decided that's an outdated approach. In 
2015 it's better to have everything accessible from all devices. It gets 
to be less of an issue every day as more people use smartphones with 
densely pixeled screens.
