Oops.  I didn't notive I put one there too.  I should have just left my DCL
command line syntax checks with the double quotes in place.

You'd have to supply a verb for the above...  For example:

$ WRITE SYS$OUTPUT "''F$getqui("DISPLAY_QUEUE","QUEUE_NAME","MULTINET_SMTP")'"
