[vcf-midatlantic] January 2017 and February 2017 Workshops

I set the date for January 14 & 15 for the January workshop.
For the February workshop it will be February 11 & 12.

This time we will have it in 9032-A where we had it originally.

The 9010-A common room that we used the last few workshops is too small.
The workshops that we have had in there were cramped. We have so many
people working on stuff, that we just don't have enough room in there.
