[vcf-midatlantic] Welcoming new board members

[Evan Koblentz]

VCFed (nationally) has two new board members: Bill Degnan, who you all 
know, and Michael Brutman, who's been very involved as a moderator on VC 
Forum and a leader in the IBM PCjr community. They join Corey, Jeff B., 
and Erik.

Locally, we added Dean to the chapter leadership, joining Corey and Jeff.

My role remains the same: chief cat-herder. :)
