Ben,

Farnell sells 50HZ snap-on current transformers:

that can be used with the DMM you already have

For a loads, I have used electric heaters sourced in the appropriate 
(local) voltage.   Bit of a bodge, however it's generally cheaper then 
damaging the cellular and radio equipment was working with.
