That's the userland chroot utility; I got the impression that Evan was asking more about the syscall and the overall chroot mechanism. Couldn't hurt to ask this guy, obviously.
I'd start with Poul-Henning Kamp, who discusses chroot as a predecessor to FreeBSD jails in several articles. He's probably fairly responsive to queries, though he may not know the history of chroot() any better.
