[vcf-midatlantic] UPDATE to VCF repair WORKSHOP 2019

If the March workshop wilp be at the end of that month, then we should
cancel the April workshop.

Everyone: we haven't made it 100% official, but -- shhh, don't tell anyone
:) -- VCF East 2019 will be in early May.

Also: no more Roman numerals. Just years now.
