BASIC should boot automatically when you power the machine on.
To start Missile Command, hold Select and then power on.

I have no insight as to why Star Raiders works and other carts don't.
I guess you have some faulty RAM and the Star Raiders cart simply takes up
less RAM
than the other carts, thereby avoiding the damaged memory.
