[vcf-midatlantic] Semi-OT: Win 95 kernel file needed

Based on what you wrote in facebook your software crashed kernel32.dll, I
think it's your software, given the memory error symptom.   Changing
kernel32.dll is in my opinion not going to do anything, but just be sure
you can put it back the way it was as it'll likely cause new problems
