[vcf-midatlantic] Fixes and improvements to VCF website

The link on the head of every page had a link "Get our e-mail newsletter"
produced an error when clicking on it. Now it has been updated with "Sign
up for our Mid-Atlantic Discussion List" and with the proper link:
http://vcfed.org/wp/groups/vcf-mid-atlantic/vcf-mid-atlantic-discussion-list/.
I'm not sure how long this error has been there and it was discovered today
by one of our docents trying to signup up for our discussion list.

I also added a Contact Us sub menu item under "About".
I'm working on adding "Contact Us" info on the footer of the website now.

If anyone has any other suggestions or problems with the website,
then please let me know. Any minor things I can fix right away. Other stuff
will have to wait.

Things in the works:
Organize the VCF East archives with proper links to videos on YouTube.
