[vcf-midatlantic] SX GBIC fiber cable speed

CDL is running a CISCO 4900M as the core, with OM3 10GB links to the 
edge switches that are physically in building 9059.  The links to the 
other buildings will be single mode 1310nm fiber due to length.

And to avoid mix and match, it's all CISCO optics and modules....
