[vcf-midatlantic] VCF Mask Policy update

Due to increased vaccination rates and lower covid rates, NJ is a much
better place than it has been in the past due to Covid-19. Infoage has
changed their policy to "Masks not required if fully vaccinated."

Therefore based on NJ, CDC and InfoAge guidelines VCF is changing its
policy for VCF sponsored events to the following:



*1) Vaccinated people don't need to wear a mask.2) Those that are
unvaccinated are recommended to wear a mask.*
