[vcf-midatlantic] Help identifying Model 100 expansion board

I hope there’s a few TRS-80 Model 100 aficionados in the group!  I’m in process of going through my Model 100 collection items, and came across a small circuit board.  I’m not sure if it’s a RAM or ROM expansion.  It’s labeled “PG Design” with “Model No. 000132” on a sticker plus “HE-3-V0” etched on the circuit board.  Photos in the shared directory below.

Does anyone have any idea what this might be?  If there’s an online reference to it I’d sure love to take a look, but I couldn’t find anything!
