Jeff notes that in the email you quoted:

It has no goal beyond that, It has no "statement of scope" or a "mission 
statement".  It's not endorsed by VCF (might be in the future, but it's 
"Jeff's Big List O' Streams/Podcasts" right now.)

I don't think something needs a mission statement for the public to help 
edit. At least that was not my intent. I just noted that I'd be happy to 
add in the URLs for a few, but I couldn't edit the file.

It could get large and unwieldy, but since there does not exist anything 
like this at present, it seems like a worthy resource and perhaps there 
is a way to make it manageable.  Over time, maybe it turns into a web 
site with a DB and a fancy wiki edit page and such.  Or not.
