[vcf-midatlantic] OT / APC AP9617 UPS network card reset

Resolution:  Fix was doing a processor reset in the SUA2200RMXL3U and 
swapping the batteries on the 9617 card.

Cable and software are in the makerspace in case anyone from VCF runs 
into the same issue.
