[vcf-midatlantic] Swap meet and bills larger than $20

I just wanted to know if I could do it. Because for all I know the
committee might be against it for some reason and I'm not looking to
break any rules.

We should promote smaller bills because I usually get $1s, $5s & $10s
and people wipe me out early.

But that's not why I don't want to do it, I just don't want any more bad bills.
