I strongly suggest reverting this policy regarding MAC privacy. It has become standard across most platforms due to the heavy use of MAC addresses for position/location tracking especially across different locations, and devices will not inform the user that this is why network connectivity is failing.

While MAC addresses are randomized, they are consistent per-device for a period of time — e.g. for iOS devices, as long as the network is not unused for six weeks, but iOS 18 will bring changes to this mechanism.

From a security perspective, it is trivial for someone to spoof a MAC address of a real-looking device; therefore blocking such MAC addresses doesn't particularly help.
